Just like a judge in court does not always have to (dis)approve with an action, it's only a matter of whether or not it is allowed by law (or, in this case, naming policies). Whether someone is "butt hurt" or just genuinely offended by a character-, guild- arena- or pet-name, it is always up to Blizzard to take the report seriously and check their policies for possible offensive naming. The naming policies are quite clear and can not be mistaken it's just human nature to search for the borders of what is allowed. I've once ran into this on another mmo, where I had been running with a character by the name of 'Techsupport' for about five years.
It's somewhere in the EULA but Blizzard (or any other mmo) doesn't even have to have a reason to enforce the namechange. In my experience, naming policies are usually useless to fight.
